About ITSAA - Independent Tribunal for Social Assistance Appeals
If SASSA declines your grant application, you have a direct right of appeal to an independent tribunal called ITSAA. What is ITSAA?
ITSAA stands for the Independent Tribunal for Social Assistance Appeals. It is a statutory tribunal established under Section 18 of the Social Assistance Act 13 of 2004. The word independent matters: ITSAA does not work for SASSA. It reviews each appeal on its own merits.

When You Can Appeal to ITSAA
You can lodge an ITSAA appeal within 90 days of any SASSA decision that goes against you. This includes:
- An initial SASSA decline of your application.
- A reconsideration outcome that still declines.
- A grant suspension or cancellation you believe is wrong.
- A disagreement with the amount you were awarded.
- A disability assessment outcome.
The 90 days runs from the date of the SASSA decision letter or SMS. If you missed the deadline, you can request condonation from ITSAA - explain in writing why your appeal is late and what good reason you have.
Do I need to do a SASSA reconsideration first?
No. The Social Assistance Act gives you a direct right of appeal to ITSAA. Many SRD appellants do an internal reconsideration through the SASSA portal first because it is quick and easy, but it is not a legal requirement and is not a precondition to an ITSAA appeal. You can go straight to ITSAA within 90 days.
How ITSAA Appeals Work
The process is a single 4-stage flow from your appeal lodgement to ITSAA's decision:
Stage 1 - Lodge your appeal (within 90 days)
Submit your appeal to ITSAA within 90 days of the SASSA decision. For SRD, this is done at the official SRD portal at srd.sassa.gov.za/appeals/appeal. For other grants, you submit at a SASSA office which forwards it to ITSAA.
Stage 2 - ITSAA gathers the record
ITSAA requests the full case file from SASSA, including the original application, the decision being appealed, and SASSA's reasoning. ITSAA also reviews any new evidence you submit with the appeal.
Stage 3 - Independent review
ITSAA reviews the matter independently. The tribunal may request additional information, contact you for clarification, or in disability cases order a fresh medical assessment.
Stage 4 - Decision (typically 60-90 days)
ITSAA issues a written decision. It can:
- Confirm SASSA's decision - your appeal is dismissed.
- Overturn SASSA's decision - your grant is approved, often backdated to the original application date.
- Refer back to SASSA with directions - SASSA must reconsider with specific instructions.
The ITSAA decision is the final administrative decision. The only further option is judicial review at the High Court under the Promotion of Administrative Justice Act (PAJA), within 180 days, on narrow grounds such as procedural unfairness or illegality.

How to Submit an ITSAA Appeal
The submission method depends on which grant you are appealing.
For SRD R370 appeals (online)
SRD appeals are submitted through the official portal:
- Go to srd.sassa.gov.za/appeals/appeal.
- Enter your ID number and the cellphone number linked to your SRD application.
- Request an OTP, enter it to log in.
- Select the month you are appealing.
- Select the reason for the appeal.
- Upload any supporting documents (bank statements, affidavits, etc.).
- Submit and note the reference number.

For other grant appeals (in person)
For Old Age, Disability, Child Support, Care Dependency, Foster Child, War Veterans, or Grant in Aid appeals:
- Visit your nearest SASSA office in person.
- Bring the SASSA decision letter you are appealing.
- Bring your ID document.
- Bring all supporting evidence (medical reports, bank statements, affidavits).
- Ask for the ITSAA appeal form. Complete it with a SASSA officer's help.

Why ITSAA is Independent of SASSA
The whole point of ITSAA is independence. The Social Assistance Act 13 of 2004 created ITSAA precisely because beneficiaries needed an appeal body that does not work for the agency that declined them.

If you also want SASSA to revisit its own decision before escalating, you can ask for an internal reconsideration. But this is optional - it does not replace or postpone your 90-day right to appeal directly to ITSAA.
What Evidence Helps With ITSAA Appeals
ITSAA decides on the evidence in front of it. The stronger your evidence, the better your chance.
If you were declined for income (means test)
- Three to six months of bank statements showing your real income.
- Affidavit explaining any deposits that look like income but are not (for example, money your family sends you that you have to pay back).
- Letter from any employer or client confirming your actual earnings.
- SARS Statement of Account if you have one - shows the income SARS knows about.
If you were declined for disability
- Detailed medical reports from your treating doctor or specialist.
- Hospital records and discharge summaries.
- Specialist letters confirming you cannot work.
- X-rays, scans, or test results.
- List of medications and their effect on your ability to work.
If you were declined for "alternative income source"
- Affidavit explaining the deposit that triggered the decline (often a once-off transfer wrongly read as income).
- Bank statements showing the transfer was a one-time event.
- Letter from whoever sent the money explaining what it was for.
