SRD Declined - You're in a Debt Relief Programme

If your SASSA SRD status shows "Debt Relief", "Debt Review" or "Enrolled in Debt Counselling", SASSA's check found your ID on the National Credit Regulator (NCR) list of consumers under debt review. SASSA treats that as access to a financial-support mechanism and declines the SRD. The problem is that the NCR list often still shows people who finished debt review years ago, because the clearance step is easy to miss.

Quick answer: If you are no longer in debt review, get a Form 19 clearance certificate from your debt counsellor, send it to the NCR, then submit a SASSA reconsideration on srd.sassa.gov.za within 90 days. What "Debt Relief" decline means

Debt review (also called debt counselling) is a formal NCR-regulated process where a registered debt counsellor takes over your accounts and negotiates lower monthly repayments with your creditors. When you enter debt review, the counsellor lists your ID on the NCR database. SASSA cross-checks against that database:

  • If your ID is listed, SASSA decines on the grounds that you have access to formal financial support.
  • The check does not separate active debt review from completed debt review.
  • Many people are still listed years after the underlying debts were settled, because the counsellor never filed the clearance.

  • You ARE currently under debt review - the decline is technically correct under SASSA's rules.

  • You applied for debt review but withdrew - the application alone may have triggered a listing.
  • Identity theft: someone else enrolled your ID in debt review without your knowledge.

How to fix it

  1. Step 1: Pull a free credit report from a bureau like TransUnion, Experian or Compuscan. Check whether you are flagged as "under debt review".
  2. Step 2: Contact the debt counsellor who handled your case. Ask for your Form 19 clearance certificate. This is the official document showing debt review has ended.
  3. Step 3: If you cannot reach the original counsellor, call the NCR on 0860 627 627 or email complaints@ncr.org.za. They can help trace the counsellor or escalate the matter.
  4. Step 4: Send the Form 19 to the NCR and ask them to update your status. Get written confirmation.
  5. Step 5: Get a sworn affidavit confirming you are no longer under debt review (free at any SAPS station).
  6. Step 6: Submit a reconsideration on srd.sassa.gov.za within 90 days. Upload your Form 19, NCR confirmation and affidavit.

If you ARE in active debt review

SASSA's rules treat debt review as access to financial support, so the decline is technically correct. But debt review does not give you cash - it restructures debt repayments. Many people in debt review have no disposable income at all. It is worth appealing if:

  • Your current monthly income is below the R624 SRD threshold.
  • You can show bank statements proving zero spare cash after rent and food.
  • You can attach a letter from your debt counsellor confirming the income figure.

Outcomes vary. SASSA policy on this is unclear and some appeals succeed where others do not. Submit the strongest possible proof of need and be prepared to escalate to ITSAA if reconsideration is declined.
