Workplace Skills Plan Template
Every SETA has its own online portal and its own exact format, but the underlying structure of a WSP and ATR is the same across all of them. This template lists the fields you need to gather before you start filling in your SETA's portal - which makes the actual submission a lot faster.
Important: submit via your SETA's online portal, not by email or PDF. The template below is for gathering the information you need - most SETAs provide their own Excel upload templates once you log in.
Required sections
Section A: Organisational Information
- Legal name of employer
- Trading name
- SDL number (L-number)
- SETA classification
- SIC code and primary business activity
- Registered address and contact details
- Number of employees (permanent, temporary, fixed-term)
- Annual payroll (used to calculate SDL contribution)
Section B: Skills Development Facilitator
- SDF name and ID number
- SDF qualification (SDF course certificate required)
- Appointment letter signed by a director
- SDF contact details
- Whether SDF is internal or external
Section C: Employee Profile (for each employee)
- Employee ID number
- Full name
- Race (African, Coloured, Indian, White)
- Gender
- Disability status (yes/no)
- Occupation (OFO 2021 code - six digits)
- Occupational level (OFO major group)
- Highest qualification (NQF level)
Section D: Annual Training Report (ATR) - prior year
- Training intervention name
- Training provider
- Accredited (yes/no, with accreditation number)
- Duration in days or hours
- Start and end dates
- Number of beneficiaries by race/gender/disability
- OFO code of beneficiaries
- NQF level of intervention
- Cost per beneficiary
Section E: Workplace Skills Plan (WSP) - coming year
- Training intervention name
- Rationale and alignment with business strategy
- Target number of beneficiaries by race/gender/disability
- OFO codes of target beneficiaries
- NQF level of intervention
- Accreditation status
- Planned delivery dates
- Estimated cost
- Scarce or critical skill (yes/no, with motivation)
Section F: Pivotal Training Plan
- Learnerships planned
- Apprenticeships planned
- Bursaries planned
- Internships planned
- Work-integrated learning placements
Section G: Consultation and Sign-off
- Workplace Skills Committee members or worker rep
- Dates of consultation meetings
- Signed consultation form (uploaded as PDF)
- Employer sign-off by director or CEO
- SDF sign-off
