How to Register a Construction Company in South Africa

Construction is one of the most paperwork-heavy stacks in South Africa. CIPC alone gets you a name on a certificate. To bid on government tenders or build homes you also need CIDB, NHBRC and COIDA. Here's the full chain.

Time to first legal contract: 10-16 weeks before you can bid on a Grade-1 government tender. CIDB grading is the long pole.

The full stack

  1. 1

Register your Pty Ltd at CIPC

Cost: R175 + R50 nameTime: 1-3 working days via BizPortal

Short-form MOI is fine for most construction Ptys. Add a long-form MOI later if you take on partners with complex shareholding.

  2. 2

    SARS company tax registration

    Cost: FreeTime: Same day

Required before CIDB grading and bank account opening.

  3. 3

    Tax Compliance Status (TCS) PIN

Cost: Free via SARS eFilingTime: 1-2 weeks (must be in good standing)

CIDB Grade 2+ and most tenders require this. If you're new and haven't filed any returns yet, you'll still get a 'Good Standing' PIN once registered.

  4. 4

    CIDB registration

Cost: R450 official fee per grade application; valid 3 yearsTime: 4-8 weeks

Construction Industry Development Board. Grade 1 covers contracts up to R200k; you bump grades by demonstrating financial + project history. https://www.cidb.org.za

  5. 5

    NHBRC registration (if building homes)

    Cost: Once-off + annual renewalTime: 4-12 weeks

National Home Builders Registration Council. Mandatory for any contractor building homes for sale or for a homeowner. https://www.nhbrc.org.za

  6. 6

    COIDA / Workmen's Comp

Cost: Annual ROE based on payrollTime: 1-4 weeks

Construction is one of the highest-risk classes - premium will be a meaningful line in your year-1 budget.

  7. 7

    BBBEE affidavit or verification

Cost: Free template (EME) or paid verification (QSE/Generic)Time: Same day for affidavit

Tender scoring is brutal without BEE. /tools/bbbee-affidavit" target="_blank" rel="noopener" style="color:#0f766e;text-decoration:underline;">https://www.ourpower.co.za/tools/bbbee-affidavit

  8. 8

    CSD registration

    Cost: FreeTime: 1-2 weeks

    Government tenders.

  9. 9

    Open a business bank account

    Cost: R50-R250/monthTime: 1-3 weeks

Banks may ask for proof of project pipeline before approving credit facilities.

Common mistake

Buying CIDB Grade 1 hoping to bid on R5m work. CIDB Grade 1 caps contract value at R200,000. To bid on bigger jobs you need to do smaller jobs first and bank the financial + project track record.
